In a revelation that has sent shockwaves through the Post Office community, it has come to light that Paula Vennells, the former chief executive of the Post Office, was under consideration for removal by the government in 2014. The concerns centre around her people management skills and a perceived “lack of knowledge,” according to documents discussed during the Horizon IT Inquiry.

The paper, marked “Post Office Ltd Senior Management Risk and Assurance Committee” and labelled “restricted,” highlighted the need for careful evaluation of Vennells’ suitability as CEO. While there was a consensus that she was no longer the right person to lead the Post Office Ltd (POL), the justification remained anecdotal.

One of the key issues raised was Vennells’ inability to establish effective working relationships with key figures, including Jo Swinson, the former parliamentary under-secretary for the Department for Business, Innovation and Skills. Her people management style came under scrutiny, as she struggled to collaborate with personalities and approaches different from her own.

Despite these concerns, Vennells continued in her role until 2019. In December 2018, she was honoured with a CBE for her dedication to customer service. However, the option of retaining and reviewing her position was deemed problematic due to potential political implications.

The paper emphasised that while Paula Vennells had failed to perform in several key areas, removing her without a clear process for appointing a replacement posed significant risks. Finding a suitable candidate quickly would be challenging.

Alice Perkins, former chairwoman of the board of The Post Office Ltd, expressed surprise when shown the documents during the inquiry.
