The incident unfolded just after 5 p.m. at a city park in Rochester Hills, where a splash pad serves as a recreational area with water sprays and fountains designed for safe play. Oakland County Sheriff Mike Bouchard reported that the shooter arrived by car walked to the splash pad, and began firing indiscriminately, discharging as many as 28 rounds and stopping multiple times to reload.
