A slick people-smuggling racket that sneaked at least 409 migrants from Iraq, Iran, and Syria into Europe has been smashed. Two South Wales car wash owners used their business as a cover for round-the-clock smuggling over six months. Dilshad Shamo, 43, and Ali Khdir, 42, ran a tiered service offering three travel options: bargain-basement lorry rides or walking routes; mid-price cargo ships or yachts; and premium air travel for the top bidders. All coordinated via WhatsApp, with cash funnelled through the Hawala system – an underground network outside banks, linked through Iraq and Turkey.

In a brazen ploy, the pair filmed migrants praising their “service” during the trips and blasted the videos online as ads to lure more desperate customers. This cynical marketing camouflaged their brutal business as a booming smuggling empire. Cardiff Crown Court heard their Caerphilly car wash was a front. National Crime Agency’s Derek Evans said: “On the surface, they looked like successful businessmen. But behind closed doors, they ran a criminal network.”
Arrest, Trial and Heavy Jail Terms
The pair were caught following a 2023 joint swoop by the NCA and Gwent Police in Newport. Both pleaded guilty mid-trial in November 2024 to five counts of conspiracy to break immigration laws but tried to downplay their role. Prosecutor Kate Hurst slammed their attempts to dodge responsibility. “They tried to make it look like a small favour to friends and family. But they led a massive, illegal trafficking operation.” Today, Cardiff Crown Court handed down 19-year jail sentences to Shamo and Khdir, recognising their key role in the sprawling smuggling network.
