Jim Colwell, the acting chief constable of Devon and Cornwall Police, has been suspended following allegations of breaching professional standards. The suspension was confirmed by the Devon and Cornwall Police and Crime Commissioner, who has referred the matter to the Independent Office for Police Conduct (IOPC) for investigation.
Allegations Under Investigation
The IOPC has issued a gross misconduct notice to Mr. Colwell, citing allegations that he used his work-issued mobile phone to exchange messages of a personal nature without a policing purpose. The notice also pertains to his alleged conduct related to a force disciplinary matter.
In a statement, an IOPC spokesperson said:
“Our investigation is in its very early stages. The serving of such a notice advises an officer their conduct is subject to investigation and does not necessarily mean that any proceedings will follow.”
