Scott Chilton, Chief Constable of Hampshire Police, has resigned with immediate effect following revelations of an ongoing investigation into his personal conduct. The resignation comes just weeks after is was reported that Chilton was under scrutiny for a past undisclosed relationship with a junior officer.

New Investigation Launched

The Independent Office for Police Conduct (IOPC) recently served notice to Chilton, indicating a new investigation into alleged gross misconduct. According to sources, this investigation involves a relationship formed since he became chief two years ago, as well as an earlier undisclosed relationship.

Chilton, who has dedicated 33 years to policing after joining the force at the age of 18, had previously faced an IOPC investigation after failing to disclose a relationship during another officer’s misconduct hearing. The new referral was made last week, and Hampshire’s Police and Crime Commissioner Donna Jones confirmed his departure, stating:

“The IOPC investigation will continue notwithstanding his retirement. As Commissioner, I will now start the process to recruit a new Chief Constable.”

Interim Leadership

Following Chilton’s resignation, Deputy Chief Constable Sam de Reya has stepped into the role of Acting Chief Constable. She reassured the public and force members:

“We are here, first and foremost, to deliver exceptional policing for our communities, putting victims first and bringing offenders to justice.”

Background of the Investigation

The investigation into Chilton’s conduct emerged after former detective DCI Roger Wood referenced an affair during his own misconduct hearing, alleging:

“Well the chief constable had an affair.”
This prompted Hampshire Police to refer the matter to the IOPC. Chilton had previously stated that he had the “full support” of the Police and Crime Commissioner, and described the investigation as having a “personal impact” on his life and career.

In a message to his colleagues, Chilton expressed his commitment to leading the force despite the inquiry, but his sudden resignation suggests the pressure became untenable.

Community and Political Reactions

Reactions within the force and community have been mixed. While some officers expressed disappointment over his departure, others acknowledged the need for accountability and transparency within the leadership. Public opinion on platforms like X (formerly Twitter) has varied, with some users criticizing the lack of transparency earlier, while others expressed support for Chilton’s long career.

Next Steps

Donna Jones has initiated the recruitment process for a new Chief Constable, aiming to maintain continuity and leadership within the force. The IOPC’s ongoing investigation will determine whether Chilton’s conduct breached professional standards, despite his retirement.

As the situation unfolds, Hampshire Police will continue to be led by Acting Chief Constable Sam de Reya, who has pledged to maintain the force’s focus on public safety and crime reduction.
