An Ilford restaurant owner has been fined more than £7,000 after fly-tipping commercial waste in a residential area of Redbridge.
Bismillah Ullah, 36, of Church Road, Hayes, Middlesex, was found guilty of illegally dumping food waste, oil drums, and packaging linked to Watan restaurant, based on Ilford Lane. The offence took place on Hampton Road, following complaints from nearby residents.
Waste Dumped Behind Business
Redbridge Council enforcement officers were called to the scene after reports of piles of refuse stacked against the side wall of the restaurant. Among the items discovered were:

Black bags filled with food waste

Catering oil drums

Packaging and food delivery containers bearing Watan branding
Investigators quickly linked the waste to the restaurant and identified Ullah as responsible.
Court Ruling and Penalties
At a hearing on Tuesday, 29 April 2025, at Barkingside Magistrates’ Court, both Ullah and his restaurant were found guilty of fly-tipping.
The court issued a fine and ordered the payment of legal and council costs totalling £7,150.
Council Statement: “Zero Tolerance”
Councillor Khayer Chowdhury, Cabinet Member for Enforcement and Community Safety at Redbridge Council, said:
“The failure to correctly store commercial waste presents a threat to the environment and public health, as well as being an eyesore for local communities.
We have zero tolerance for those who treat our borough disrespectfully, and this prosecution is testament to our commitment to holding law breakers to account for their behaviour.”
Residents Encouraged to Report Fly-Tipping
Redbridge Council continues to urge the public to report fly-tipping using its official Report It portal. The local authority aims to clear all fly-tips on council land and highways within 24 hours of being reported.
