Brighton Enforces ‘Zero Tolerance, No Excuse for Abuse’ on CEOs’ Uniforms
Brighton’s Civil Enforcement Officers Equipped with ‘No Excuse for Abuse’ Uniform Patches Brighton and Hove Council has taken a significant step to safeguard its Civil Enforcement Officers (CEOs) against abuse and violence. Known for their crucial role in maintaining traffic order, CEOs are now wearing distinctive new patches on their uniforms as a strong reminder that abuse will not be tolerated under any circumstances.
The new uniform patches boldly state “Zero Tolerance, No Excuse for Abuse,” alongside the council’s badge and the NSL logo, a company collaborating with the council on this initiative. This move is part of a broader campaign to ensure the safety and respect of these key workers who face challenging situations daily.
This initiative follows the successful introduction of Body Worn Video Cameras by the council in June 2023, which has led to a noticeable decrease in physical violence against CEOs. The cameras have proven effective in providing evidence for investigations conducted by Sussex Police, although verbal threats against staff have unfortunately risen.
Councillor Trevor Muten, Chair of the Transport and Sustainability committee, emphasized the hard work and dedication of CEOs in keeping the city moving smoothly. He highlighted their contributions beyond managing traffic, such as assisting pedestrians, returning lost property, and supporting emergency services. Muten called for the public’s respect towards CEOs, stressing that aggression towards them is unacceptable and impacts their wellbeing.
Stephen Parish, Account Director at NSL, reinforced the company’s commitment to the safety and wellbeing of CEOs. He pointed out that the introduction of the Zero Tolerance patches and Body Worn Video Cameras are vital for both deterring abuse and supporting legal actions against perpetrators. Parish’s statement underlines the aim to not only protect CEOs but also ensure they feel supported as they perform their duties.
Brighton and Hove Council’s initiative sends a clear message: there’s no excuse for abuse towards those who work tirelessly to keep the city safe and functional. This measure is a step forward in creating a safer and more respectful environment for all city workers.

Life-saving throwlines and life rings were repeatedly targeted by vandals, prompting urgent council action

Life-saving throwlines and life rings repeatedly targeted by vandals, prompting urgent council action. Worthing Council has expressed its deep frustration over the repeated acts of vandalism and theft targeting vital life-saving equipment around Brooklands Lake. In a concerning trend, throwlines, essential for emergency rescues, have been found damaged or missing, potentially compromising the safety of visitors in distress.
The issue was brought to light by the council’s parks team, which noted that the Brooklands throwlines – crucial in emergency situations for individuals struggling in water – have been tampered with. This vandalism not only endangers lives but has also incurred a significant financial cost to the community, with replacements nearing £2,000 in a short span.
Brooklands Park, alongside various coastal locations, is equipped with nine throwlines and two life rings, strategically placed to aid in rescue efforts. However, these reckless acts of vandalism and theft have left the equipment either faulty or completely absent when most needed.
In response to these incidents, Worthing Council is urging the public to assist by reporting any suspicious activities or information related to the vandalism to Sussex Police. Routine inspections by the Coastal Office team and the parks team at Brooklands are part of ongoing efforts to ensure the availability and condition of the life-saving apparatus.
Anyone witnessing any acts of vandalism against life-saving equipment are encouraged to contact the police immediately by dialing 999. Additionally, reports of damage can be directed to Worthing Council’s environmental services

The holiday season brings to light the ongoing issue of drink-driving, with several individuals facing legal repercussions A civil engineer found asleep in his work van at a roundabout was among several drivers convicted of drink-driving during Sussex Police’s Operation Limit campaign. The campaign, which took place in December, aimed to reduce incidents of driving under the influence during the holiday season. Notable convictions included a motorcyclist caught speeding after consuming alcohol the night before, a man who crashed into a traffic light while nearly three times over the limit, and a driver caught drinking in a layby after a supermarket visit.
Benjamin Davies, a 34-year-old civil engineer from Hailsham, was discovered asleep at the Rodmill roundabout in Eastbourne with hazard lights on. Following a public tip-off, police found him over the limit on December 2. In court, he was fined and disqualified from driving for six months.
Adrian Karas, a 39-year-old former chef from Hove, was stopped while speeding on a motorcycle without a valid license. After admitting to drinking whisky and cola before driving, he was fined and received a 14-month driving ban.
Benedict Glassock, 49, unemployed from Worthing, caused a collision in Worthing and was found to be over twice the legal alcohol limit. He received a two-year ban and was ordered to complete community service.
Ryan Mann, a 27-year-old construction worker, was stopped in Hastings and tested positive for alcohol, resulting in an 18-month driving ban and a fine.
Phillip Jenkins, a 76-year-old retiree, was seen drinking spirits from his car boot in a layby and was banned from driving for a year after being found over the limit.
Xhoana Lama, a 31-year-old art and fashion designer from Caterham, was involved in a minor collision in Crawley and, after testing positive for alcohol, was disqualified for one year and fined.
These cases are part of Sussex Police’s efforts to deter drink and drug driving, highlighting the consequences of such actions.
Drink or drug-driving was targeted as part of Sussex Police’s annual crackdown. (photo 2022 campaign) Head of the Roads Policing Unit (RPU) Superintendent Rachel Glenton said: “Those who commit these offences risk punishments which include being disqualified from driving, heavy fines, and even the risk of going to prison.
“These are nothing compared to the risk they pose of causing serious harm or even the death of themselves or other road users.
“Drink or drug driving is one of the main causes of people being killed or seriously injured on our roads.
“That is why we continue to urge people to take steps to prevent drink and drug-driving, such as persuading loved ones not to drive, and taking sensible steps such as pre-booking taxis or walking home.
“Our officers are determined to catch offenders to help keep our roads safe.”
