Police are seeking witnesses following a disorderly incident involving two men and a dog in Newport town centre on the morning of Friday, September 13.
At approximately 9.20am, officers responded to reports of two men, accompanied by a small terrier-type dog, behaving in a drunken and abusive manner towards the public.
A 39-year-old man faces charges of being drunk and disorderly and using threatening or abusive language, while a 58-year-old man has been arrested on suspicion of causing unnecessary suffering to an animal.
Both men are currently in custody.
The dog was safely taken to a secure location. Police are reviewing CCTV footage and are aware of ongoing community discussions about the event.
Witnesses who observed the incident are urged to come forward to help establish the full facts.
