Christopher Taylor, 34, from Hyde Gate, Winchester, has been charged with attempted theft and going equipped for theft.
The charge relates to an incident inside the NatWest bank on the city’s High Street on Wednesday 18 August.
Officers were called to the scene following reports of a man armed with scissors inside the bank.
Taylor has appeared at Basingstoke Magistrates’ Court
