A Swindon man who repeatedly exposed himself in public has been jailed after breaching a suspended sentence, Wiltshire Police confirmed today.
James Hortop, 40, of Dennis Street, Swindon, was sentenced to 15 months’ imprisonment at Swindon Magistrates’ Court following a series of indecent exposure offences.
Timeline of Offences
Hortop was initially sentenced to 26 weeks’ imprisonment, suspended for 18 months, on April 7, 2025, after exposing himself in front of neighbours. However, within just five weeks, he came to police attention three more times, leading to two additional arrests.
On April 30, 2025, Hortop was arrested for a third exposure incident after walking onto a garage forecourt wearing only a dressing gown, with his genitals exposed. Witnesses reported he proceeded to masturbate in full view of two women.
Due to these repeated breaches, the court imposed a custodial sentence and extended his existing orders.
Court Orders and Registration Requirements
Along with the prison sentence:
-
Hortop remains subject to previous restraining orders.
-
His Sexual Harm Prevention Order has been extended.
-
He will now be subject to Sex Offender registration requirements for 14 years.
Police Statement
Volume Crime Team Supervisor Dan Cook praised the swift action taken by police and the bravery of witnesses:
I want to reiterate the importance of the public reporting behaviour like this so that teams such as Response, MOSOVO, and the Volume Crime Team can work collaboratively to bring offenders to justice.
The cohesion of the teams resulted in a swift arrest and a subsequent custodial sentence with extended protection measures. I’d like to thank the witnesses for their support and their crucial role in securing this outcome.
