The inquiry exposed the common “boyfriend” grooming model — men lured vulnerable children into abusive relationships by showering them with gifts like food, cigarettes, and rides. Many victims were forced into unprotected sex, resulting in pregnancies often terminated under threat.

Some victims were threatened with death if they tried to escape the abuse. Two Telford brothers involved in these crimes were jailed following Operation Chalice, the police probe into local grooming gangs.

MP and Police Apologise, But Damage is Done

“This report is damning, it is devastating,” said Lucy Allan, Telford MP. “We should have learned from high-profile cases—but we didn’t. Victims’ voices were ignored and that must never happen again.”

West Mercia Police Assistant Chief Constable Richard Cooper offered a sombre apology: “We let you down. Our response fell far short of what you deserved.” He pledged improved efforts and dedicated teams fighting child exploitation.

The inquiry makes clear: needless suffering and deaths could have been avoided if authorities had just done their basic job.
