A 49-year-old man was arrested in Birmingham following a dawn raid linked to a massive £2 million fraud involving the UK’s waste packaging system. The Environment Agency teamed up with West Midlands Police to crack down on this alleged scam.

How the Fraud Worked

The suspect is accused of ripping off the Packaging Producer Responsibility (PPR) regime, a scheme meant to make businesses pay for recycling their packaging waste. Fraudsters are believed to have sold fake recycling credits for exports of waste that never actually happened.

  • Credits are normally sold by certified exporters and reprocessors
  • Fraudsters pocketed money meant for legitimate recycling efforts

Money Laundering Claims and Ongoing Investigation

The man also faces suspicion of laundering the proceeds from this illegal scheme. The Environment Agency’s Investigation and Disruption Team is now sifting through evidence collected during the operation.

“This arrest sends a clear message to waste crooks – we will hunt you down,” said Lauren Pigg, deputy director for waste markets at the Environment Agency. She added that the agency has been working “relentlessly” with police on this tough, complex probe.

Wider Crackdown on Waste Crime

The Packaging Producer Responsibility Regulations were designed to make producers of plastics, glass and other materials foot the recycling bill. But criminal gangs have been exploiting this system, diverting funds away from honest businesses and harming recycling efforts nationwide.

The Environment Agency’s Economic Crime Unit is stepping up efforts to fight money laundering and financial crime in the waste sector. Just last month, two people were arrested in Penzance over a separate packaging fraud worth more than £6 million.
