Back in January, Downing was caught red-handed in Edmonton during a police sting. Plainclothes officers watched as he arrived in a rental car, hired a prostitute, and performed oral sex in a nearby cul-de-sac.
Cop Quits Before Getting the Boot
Downing resigned from the Metropolitan Police Service, with his final day on July 14, 2022—just a day before the misconduct hearing was scheduled. The temporary Deputy Commissioner, Helen Ball, ruled that his disgraceful behaviour was proven and confirmed he would have been sacked without notice if still on duty.

“We expect the highest standards of behaviour from our officers both on and off the job, and this officer’s actions fell far short of those standards,” said Commander Andy Carter, who leads Camden and Islington policing.
“He was caught during a proactive operation targeting those who exploit sex workers. The Met is determined to take action against any officer who breaks the law or behaves dishonestly or disreputably.”
