Criminal Past and Final Police Shootout
Elkins had a violent history. In 2019, he fired at a moving vehicle near a high school and pleaded guilty to illegal weapons use, receiving probation. After Sunday’s rampage, officers chased Elkins into neighbouring Bossier City, where police fatally shot him during a vehicle pursuit.
