Orpington Man Busted for Creepy Primark Upskirting Spree
Matthew Hill, 21, was arrested at a Primark store in a local shopping centre on the evening of Monday 20 February 2023. Security staff flagged his suspicious behaviour, leading to his detention and the seizure of his phone. The device revealed damning evidence: Hill had secretly filmed several unsuspecting victims under their clothing.
Charged with Multiple Voyeurism Offences
Hill faces eight serious charges. Four counts relate to recording images beneath clothing without consent, and another four pertain to operating hidden recording equipment unlawfully. Two of the offences date back to 5 April 2022, showing this was not a one-off incident.
Admits Guilt, Faces Court Battle
He appeared at Medway Magistrates’ Court on Wednesday 22 February, where he admitted all charges. Hill is now bailed until 20 April and will next face Sevenoaks Magistrates’ Court.

Detective Inspector Matthew Childs, North Kent Vulnerability Investigation Team, said: “Although thankfully rare, upskirting is an incredibly invasive and abhorrent act. We’re pleased to have swiftly secured these important convictions. We work closely with partners, including the retail industry, to catch and prosecute offenders. Anyone witnessing suspicious behaviour should contact us immediately. If you see someone attempting to take inappropriate pictures or videos, or if their behaviour makes you feel threatened or uneasy, we will do everything to support you.”
