Wales Car Wash ‘Front’ Used in Major People Smuggling Plot
Two men running a car wash franchise in Caerphilly have been caught red-handed in a huge people smuggling operation. Dilshad Shamo, 41, and Ali Khdir, 40, used their business as a cover to move thousands of migrants across Europe, a National Crime Agency (NCA) probe revealed.
Complex Smuggling Network Spanned Europe
The duo were part of an organised crime gang transporting migrants from Iraq, Iran, and Syria through countries like Turkey, Belarus, and Moldova. Their route ended in major European hubs including Germany, France, and Italy — with many migrants suspected to have made it to the UK.
- Basic Service: Travel on foot or in HGVs and small vehicles.
- Mid-Level Service: Trips by cargo ships and yachts.
- Premium Service: Air travel backed by forged documents.
Money Trail and Online Promotion Exposed
Payments flowed through a Hawala banking system, with funds transferred in Iraq and Istanbul. Once paid, migrants were green-lit to travel designated routes. Shamo and Khdir advertised their illicit services on WhatsApp and social media, flaunting videos and testimonials from grateful migrants boasting about the ease of their journeys.
Several Arrests and Mounting Evidence
The NCA, backed by Gwent Police, swooped in April 2023 to arrest the pair. Authorities overheard Khdir telling Shamo to fib about their activities, claiming they dealt in car sales and money transfers. Both men stayed silent during interviews.
Searches uncovered communications with smugglers across Europe and detailed migrant transport plans. They were charged with facilitating illegal migration in February 2024.
Justice on the Horizon
After a 10-day trial at Cardiff Crown Court, Shamo and Khdir pleaded guilty on November 22, 2024. Sentencing is set for Monday.
