Ex-Army Cadet Leader Jailed for Shocking Abuse of Boys

Raymond Waller, 69, was slammed with a nine-year jail term at Harrow Crown Court on Monday, 23 November. The ex-Army Cadet leader from Holland was also slapped on the Sex Offenders Register and hit with a Sexual Offences Prevention Order.

Decade of Abuse Uncovered

Waller pleaded guilty back in September to abusing four boys aged 13 to 16 between 1981 and 1991. He exploited his role as an Army Cadet leader in Barnet to prey on vulnerable teens. In a sick twist, he even befriended one child’s mother to get close to her son.

How the Abuse Played Out

  • Waller would abuse the victims alone at his Barnet flat or while on cadet trips.
  • The victims came forward years later, reporting the crimes to police between 2017 and early 2018.
  • This allowed a damning timeline of Waller’s offending to be pieced together.

Waller’s Crimes Detailed

  • Victim One: Two counts of indecent assault on a 16-year-old (12 months)
  • Victim Two: Indecent assault and indecency with a boy under 16 (12 months)
  • Victim Three: Indecent assault and gross indecency with a boy under 14 (24 months)
  • Victim Four: Two indecent assaults and one gross indecency with a boy under 16 (18 and 24 months, consecutive sentences)

“I’m grateful to the men who came forward to report Waller’s abuse,” said Detective Constable Keith Kimberley of the Met’s North Area Safeguarding team. “They faced trauma head-on so he could finally face justice. Waller had moved to Holland but initially denied everything, even feigning memory loss and trying to justify his actions.” “Now locked up, Waller can no longer harm young, vulnerable people. Victims, regardless of when offences took place, can be assured they will be heard.” “Anyone with information is urged to contact the Met.
