Ex-Army Cadet Leader Jailed for Decades-Old Child Sex Crimes

Raymond Waller, 69, was slammed with a nine-year prison sentence at Harrow Crown Court on Monday, 23 November. The former Army Cadet leader from Bergerhof, Holland, was also slapped on the Sex Offenders Register and hit with a Sexual Offences Prevention Order.

Decade of Abuse Uncovered

Waller had already pleaded guilty back in September to multiple sex offences committed between 1981 and 1991. His victims? Four vulnerable teenage boys aged 13 to 16. The vile abuse happened during his time as a cadet leader in Barnet.

Waller even shamelessly fooled one family by striking up a fake friendship with a boy’s mother, all to get close to her son.

Shocking Details of the Crimes

  • Victim One: Two counts of indecent assault on a 16-year-old or over (12 months).
  • Victim Two: Indecent assault and gross indecency with a boy under 16 (12 months).
  • Victim Three: Indecent assault and gross indecency with a boy under 14 (24 months).
  • Victim Four: Multiple counts including two indecent assaults and one gross indecency charge, all under 16 years (sentences totaling several years).

The offences were exposed after victims bravely came forward between 2017 and 2018, prompting a Met Police investigation that pieced together Waller’s horrifying timeline of abuse. Most attacks took place either in his Barnet flat or on cadet trips.

Police Praise Victims’ Courage and Warn Others

“I’m grateful to the men who came forward to report the abuse,” said Detective Constable Keith Kimberley of the Met’s North Area BCU Safeguarding team.

“They had to relive their trauma so Waller could finally face justice. I hope they can now move on with their lives.”

“Waller initially denied everything and tried to play innocent, despite being in a position of trust. Now he’s behind bars and can’t harm any more young people. No matter how long ago the crime, victims will be heard.”
