Sutton Man Who Exposed Himself at Multiple Train Stations Avoids Jail

A convicted sex offender who repeatedly exposed himself at train stations across London and the South East has avoided a prison sentence, following a string of indecent incidents over the past year.

Leon Clarke, 49, of Sutton, admitted to seven counts of indecent exposure with intent to cause alarm or distress, during a hearing at Highbury Corner Magistrates’ Court on Tuesday 27 May 2025.

The offences took place at a number of busy commuter stations including Romford, Cheam, Herne Hill, Woodside Park, and Croxley Green. The incidents reportedly involved Clarke exposing his genitals in public spaces, often targeting lone women and commuters.

Sentenced to Community Order, Avoids Prison

Despite the repeated nature of the offences, magistrates handed Clarke a one-year community order and imposed a £10 fine. The lenient sentencing has already sparked public concern and calls for tougher action against repeat sex offenders.

In addition to the community order, Clarke was given a five-year Sexual Harm Prevention Order (SHPO). The terms of the SHPO strictly prohibit him from:

  • Approaching, touching, or attempting to communicate with unknown females in public;

  • Sitting next to or opposite lone females or children at railway stations or on public transport unless no other seats are available.

Registered Sex Offender Until 2030

Clarke has also been added to the sex offenders register, and will be required to report to police until 2030, maintaining regular contact with officers.

A spokesperson from British Transport Police said:

“The behaviour displayed by Clarke was targeted, persistent, and deeply distressing for victims. We welcome the sexual harm prevention order, which provides restrictions to help safeguard the public.”

Public Reactions

The sentencing has sparked backlash online, with social media users expressing disbelief over the £10 fine. One X user wrote:

“Seven public indecencies and he gets a £10 fine? Absolutely shameful.”

Others have raised concerns over potential repeat offences and questioned the effectiveness of community orders for serial offenders.
