£900k Scam: Council Worker Busted for Preying on Vulnerable

A Bolton Council employee has been slammed with a four-year, eight-month jail sentence after nicking nearly £900,000 from vulnerable benefits claimants over eight years. Richard Shaw, 46, exploited his financial protection role to steal from some of Bolton’s most at-risk residents.

Exploiting the Vulnerable – Even After Death

Shaw didn’t just target the living. He drained accounts belonging to vulnerable clients – including those who had passed away – funneling cash into nine personal accounts between 2015 and 2023. His lavish splurges included £53,000 sent to various women with cheeky payment notes like “treat” and “a**”. He also bought two luxury BMWs worth £120,000, a fancy Ribble Valley holiday lodge, and splashed nearly £18,000 on garden makeovers.

Police Crack Down After Colleagues Spot Suspicious Activity

Greater Manchester Police swooped in early this year after Shaw’s coworkers raised red flags over dodgy account activity. Officers seized his luxury cars, computers, and bikes. A gruelling two-year probe uncovered a whopping £893,926 in fraudulent transfers.

Bolton Council Promises Tighter Controls

The council called Shaw a “rogue employee” and vowed stronger safeguards to protect taxpayer money. They stressed all stolen cash has been refunded and benefits restored.

A spokesperson said: “Bolton Council has robust measures to detect, prevent, and deter corruption. This crime was uncovered through internal checks. The sentence underscores the serious harm caused by Shaw’s actions.”

Shaw pleaded guilty at Bolton Crown Court to fraud by abuse of position. A proceeds of crime hearing will seek to recover assets and reimburse the council.
