Police Probe After Man Dies Seconds After Arrest
The Independent Office for Police Conduct (IOPC) has referred a tragic case to the Crown Prosecution Service (CPS). Jack Higham, 20, died shortly after being arrested by Greater Manchester Police (GMP) in February 2023.
What Happened to Jack Higham?
- Higham was detained near Mill Lane, Leigh, on 9 February 2023, following assault reports.
- Shortly after his arrest, he became seriously ill.
- Officers performed CPR and called an ambulance, but paramedics confirmed his death at the scene.
Serious Questions Over Police Conduct
The IOPC launched a major investigation into the officers’ actions, focusing on the force used to restrain Higham and their care once he fell unwell.
Six GMP officers are now under criminal investigation for possible gross negligence manslaughter and misconduct in public office. Five others have received gross misconduct notices for possible breaches of police standards.
Next Steps: Awaiting CPS Decision
A post-mortem has been carried out, but further tests are pending. The Coroner’s inquest was opened and adjourned on 3 January 2024.
IOPC Director of Engagement Amanda Rowe said: “We refer cases to the CPS if our investigations indicate a criminal offence may have been committed. It does not mean criminal charges will necessarily follow. We will now await a CPS decision on this matter.”
The CPS will decide whether to press charges against any officers involved. The case shines a harsh spotlight on police custody procedures and accountability.
