Mother Jailed for Nearly 10 Years After Daughter with Down’s Syndrome Found Starved to Death in Filthy Home

Tragic Death in Blackpool

Elaine Clarke, 49, from Garden Terrace, Blackpool, was sentenced at Preston Crown Court after pleading guilty to the gross negligence manslaughter of her 24-year-old daughter, Debbie Leitch, who had Down’s Syndrome.

On August 29, 2019, paramedics were called to the home around 10.40pm after a family member discovered Debbie dead in her bedroom. Ambulance crews were horrified to find faeces on the floor and maggots crawling in the room.

Clarke admitted knowing her daughter had died around 8pm but delayed calling emergency services.

Horrific Living Conditions Ignored

A major investigation revealed Debbie and Clarke had lived in Blackpool since 2016. Debbie suffered from eczema and Norwegian scabies, for which she was prescribed medication. Her worsening condition and weight loss alarmed family members who visited in July 2019.

Relatives described Debbie’s room as a “horror movie” scene, filled with rotting food, soiled clothes, and an unbearable stench. Visitors heard Debbie crying and calling for her mother but saw no effort from Clarke to get her medical help.

Despite repeated concerns, a doctor’s home visit found Clarke cooperative and did not raise safeguarding alarms. Social services were blocked from entering the home on one occasion and saw nothing alarming on another.

Cause of Death: Severe Neglect

A post-mortem by the Home Office revealed Debbie died of severe emaciation and neglect, worsened by a serious scabies infection. At death, she weighed only 23kg (3st 10lbs), covered in mites, faeces, and urine, with visible bones and wasted skin.

Clarke received a nine-year, seven-month prison sentence. Another man initially charged was cleared due to lack of evidence, and other potential suspects were released without charge.

Police: “Despicable Neglect from Her Own Mother”

Detective Chief Inspector Lee Wilson said: “This remains one of the most difficult and tragic cases I have investigated. Debbie’s death was wholly avoidable. She should be alive and well today, but she was let down by the one person she relied on — her mother and paid carer.”

“Elaine Clarke showed no remorse and made deliberate choices to abandon Debbie, leaving her in squalor and filth. She only cared to tidy up when visitors came, hiding the horrific truth.”

“Debbie craved love and attention but was cruelly neglected. The evidence from family and witnesses exposed Clarke as a manipulative liar. Justice has finally been served, but this tragic loss will linger.”
