PC Toby Caswell’s shocking behaviour finally caught up with him after colleagues blew the whistle through Met Police misconduct channels.
Racist Remarks and Humiliation
A misconduct panel revealed that Caswell routinely belittled and mocked fellow officers. Between 2019 and 2021, he allegedly asked a colleague, “Why don’t you go back to your own country?” — a vile racist insult.

The panel found Caswell guilty of breaching police standards related to equality, respect, and discreditable conduct.
Dismissed Without Notice
PC Caswell was swiftly fired on 22 March, with the panel chair confirming one proven misconduct charge. There was no second chance for the disgraced officer.
Chief Superintendent Andy Carter said: “PC Caswell’s behaviour towards his three fellow officers was appalling and he has quite rightly been dismissed. I am very sorry that his colleagues had to endure this behaviour and I welcome the fact that multiple officers reported PC Caswell’s conduct so swift action could be taken.
“Everyone in the Met is clearer than ever that we must root out those who corrupt the integrity of our organisation.”
Barred for Life
Caswell will now land on the Barred List from the College of Policing. That means no future jobs with police forces, local policing bodies, the Independent Office for Police Conduct, or Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services.
