Sex Offender Jailed After Creepy Library Encounters with Children
A convicted sex offender from Maidstone has been locked up for nearly three years after violating a court order by approaching children at a local library. Russell Hogg, 64, was sentenced to two years and ten months for repeatedly ignoring a Sexual Harm Prevention Order (SHPO).
Disturbing Behaviour at Maidstone Library
Hogg first triggered alarm bells on April 24, 2023, when he entered Maidstone Library. He targeted a group of school kids studying together, trying to engage them in conversation, staring at them obsessively, and shouting from a nearby computer. Defying the court’s strict restrictions, Hogg returned weeks later, again loitering near the children and asking, “Is this a social meet-up or a study meet-up?”
The incidents left the youngsters terrified. Following a police report, Hogg was arrested on May 12 and charged with breaching his SHPO.
A Lifetime of Ignoring the Law
Originally sentenced in 2018 for possessing and creating child abuse images, Hogg was placed under a Sexual Harm Prevention Order to stop any unsupervised contact or communication with minors. Despite this, he flaunted the rules with multiple offences, also admitting to failing to notify authorities as required and creating indecent images of children.
At Maidstone Crown Court, he pleaded guilty to breaching his SHPO and other charges. Judge Robert Lazarus branded him “a committed paedophile” before handing down a 34-month prison sentence. Upon release, Hogg will face an even tougher SHPO to protect vulnerable individuals.
Police Promise to Keep Communities Safe
“Hogg has a lengthy history of sex offences,” said Detective Constable Homam Al-Sinawi. “This court order was designed to manage the risks he poses. Yet, he still sought contact with children, leaving them scared and anxious.”
DC Al-Sinawi reassured the public that police teams remain vigilant, monitoring convicted offenders like Hogg and enforcing strict court measures. He stressed that Sexual Harm Prevention Orders are vital tools to shield children and vulnerable people from predators.

Parents in Maidstone have expressed relief at Hogg’s arrest and sentencing, praising the swift response from local police. The community remains alert, determined to protect children from individuals who pose such threats.
As Hogg begins his latest prison term, authorities vow to keep a close eye on him when he’s eventually released to prevent any repeat offences.
