In a shocking incident that has drawn widespread condemnation, the Home Secretary has called for an “urgent explanation” after a Surrey Police car was filmed deliberately driving into a cow twice. The distressing video, which surfaced on social media this morning, shows the cow being struck and skidding down a road in Staines-upon-Thames, before being hit again as it attempts to rise.
Home Secretary James Cleverly expressed his disbelief and concern over the incident, stating on X: “I can think of no reasonable need for this action. I’ve asked for a full, urgent explanation for this. It appears to be unnecessarily heavy-handed.”
Surrey Police responded to the uproar with a statement, explaining that officers were addressing reports of a loose cow at around 20:55 on Friday. The cow was reportedly damaging cars and running towards people. “Officers… over a period of a number of hours tried a number of options to safely capture the cow,” the statement read. “Unfortunately, these were unsuccessful, and the decision was made to stop it using a police car.”
Sky News has confirmed that the cow, a calf, sustained only a cut and no broken bones. It has since been moved to a nearby farm and is expected to make a full recovery. The farmer, who was unaware of the calf’s escape until this morning, is now focused on calming the young animal.
Animal rights groups have condemned the footage. The RSPCA described it as “upsetting and distressing,” adding, “All animals should be treated with respect. Together we can create a better world for all animals.” Prominent TV presenter and conservationist Chris Packham also criticised the actions, calling for an investigation and prosecution of those involved.
The incident has been referred to the police’s professional standards department, and the Independent Office for Police Conduct (IOPC) has been notified. A voluntary referral is expected to follow.
