The RSPCA has launched an urgent investigation after a chihuahua, with its fur shaved and painted, was found abandoned on Pan Meadows in Newport this week. A concerned passerby spotted the distressed pooch and rushed it to a vet in Carisbrooke on Monday.

The tiny dog is currently being cared for by the Isle of Wight Council dog warden at their kennels. Authorities are scrambling to track down the owner responsible for this cruel act.
