Operation Deck: Scarborough Police Crack Down On Mobile Phone Use While Driving

Scarborough, 27 November 2023: In a unique initiative to enhance road safety, Scarborough and Eastfield police have launched Operation Deck, partnering with local double-decker bus company EYMS.

Innovative Surveillance Technique

Utilizing the elevated perspective of double-decker buses, Police Community Support Officers (PCSOs) acted as spotters from the top deck. Their heightened vantage point proved effective in identifying drivers using hand-held mobile phones, a major road safety hazard.

Enforcing the ‘Fatal 5’

Distracted driving, including mobile phone use, is among the ‘Fatal 5’ traffic offences targeted by the operation, along with careless driving, drunk and drug driving, not wearing a seatbelt and excessive speed.

Operation Details and Success

During the operation on Sunday, 26 November 2023, PCSOs on buses discreetly spotted offenders. Officers in marked police vehicles were then directed to intercept and penalize the culprits. The operation resulted in multiple tickets being issued, with offenders readily admitting to the violations due to the compelling evidence obtained from the bus.

Statement from PC Zac Waterman

PC Zac Waterman expressed the community’s concerns over mobile phone use while driving and highlighted the success of the collaboration with EYMS. He stressed the seriousness of such offences, often leading to accidents and fatalities. Waterman warned of strict consequences, including a £200 fine and six penalty points, and announced ongoing efforts under Op Deck.

Updated Mobile Phone Legislation

Stricter legislation on mobile phone use while driving, implemented in March 2022, broadens the scope of the offence. It now includes actions like checking the time, and notifications, making or rejecting calls, drafting texts, and accessing stored data. However, exemptions exist for emergency calls and contactless payments at stationary vehicles for immediate transactions, like at car parks or drive-throughs.
