Avon and Somerset Copper Charged with Rape and Sexual Assault
A police officer from Avon and Somerset Police will face court tomorrow, charged with rape, sexual assault, and controlling behaviour.
Officer Arrested Over Shocking Allegations
PC Stephen Phipps, 43, from Bridgwater, is set to appear at Taunton Magistrates’ Court. The alleged offences were reported by the victim while Phipps was off duty. He was arrested and suspended back in February 2023 after the victim came forward.
Thorough Investigation Behind the Scenes
The force confirmed Phipps was off duty when the incidents allegedly occurred. Detectives launched a full probe, overseen by Operation Bluestone, the specialist team for serious sexual offences.
Detective Chief Inspector Richard Marsh said: “Since these allegations emerged, detectives have conducted a thorough investigation. We’ve now passed a full case file to the Crown Prosecution Service.”
Independent Oversight and Professional Standards Review
Because of the severity of the charges, the Independent Office for Police Conduct (IOPC) reviewed the case. They decided the local force could handle the investigation.
In addition, Avon and Somerset’s Professional Standards Department is running a separate inquiry into whether PC Phipps breached conduct rules.
DCI Marsh urged the public: “Please refrain from sharing or commenting on any material that could prejudice the court case.”
