A serving Thames Valley Police officer has stunned the country by admitting to having sexual activity with a 13-year-old girl and filming the crime on her phone. PC Luke Horner, 24, from Amersham, Buckinghamshire, pleaded guilty today at Northampton Crown Court to the chilling offence.
He Was Off-Duty During the Heinous Crime
The court heard Horner travelled to Rushden, Northamptonshire, on June 11 while off-duty to commit the vile act. Prosecutors dropped a separate charge of making an indecent image after revealing the offending was recorded on the victim’s mobile – which Horner held in his hand during the abuse.
Broken Trust and Harsh Consequences
Prosecutor Ben Gow called the crime deeply serious, highlighting the victim’s age and vulnerability as key factors. “We regard this as one of the culpability features of the offence in question,” he said.
Appearing via video link from HMP Peterborough in a grey suit, Horner confirmed his identity and entered a guilty plea. Thames Valley Police swiftly suspended him and launched a separate misconduct investigation. The Independent Office for Police Conduct is now overseeing the case to ensure full impartiality.
