Man Prosecuted for Repeat Fly-Tipping Offences in Buckinghamshire

 

A man who committed two fly-tipping offences at the same location within a span of less than two weeks has been successfully prosecuted following an investigation by Buckinghamshire Council’s enforcement team.

Leroy Bartholomew, 60, pleaded guilty last month to two offences of illegal waste dumping and was sentenced at High Wycombe Magistrates’ Court on 20 February 2025.

CCTV Evidence and Investigation

CCTV footage captured Bartholomew exiting a vehicle and dumping four barrels at the side of the A412 Uxbridge Road on 25 January 2024. Just over a week later, on 3 February, the same vehicle was seen at the same location, this time dumping 150 tyres.

The vehicle was traced back to Bartholomew, but despite refusing to cooperate with the investigation, the case proceeded to prosecution based on the CCTV evidence.

Court Sentence

Bartholomew pleaded guilty and was sentenced to a 12-month community order, requiring him to complete 120 hours of unpaid community work and eight days of rehabilitation activity. In addition, he was ordered to pay £1,200 in prosecution costs.

Buckinghamshire Council continues to encourage residents to report fly-tipping incidents to help keep the county clean. Anyone who witnesses illegal waste dumping can report it via Buckinghamshire Council’s Fix My Street.

Council officials reaffirmed their commitment to tackling fly-tipping and taking enforcement action against offenders, ensuring that those who illegally dispose of waste face legal consequences.
