A criminal network smuggled nearly £30 million in cash from the UK to the United Arab Emirates hidden in suitcases, between 2017 and 2019, a National Crime Agency (NCA) investigation has revealed. The gang operated from Manchester, Birmingham, and Brussels airports, using Emirates flights bound for Dubai. The case highlights serious money laundering linked to organised crime groups across northern England.

Cash Hidden In Suitcases

Couriers transported the criminal proceeds concealed among clothes in up to five suitcases at a time. Some were aided by Emma Rauf, a Manchester Airport check-in attendant who abused her position to waive through luggage exceeding weight limits without proper checks. Rauf’s co-conspirators included her brother Ben Royle, both from Wilmslow, Cheshire.

Dubai Connections Exposed

The smuggling ring was coordinated by a British organiser based in Dubai, currently awaiting extradition to the UK for trial. The organiser instructed subordinates to collect cash from organised crime groups in cities including Manchester, Liverpool, Sheffield, and Huddersfield, and export it undeclared via Emirates flights.

Violent Repercussions After Theft

In October 2018, £406,500 in cash left in the boot of Rauf’s car on her parents’ driveway in Hale, Altrincham, was stolen. After the theft, a gunman fired bullets at the family home, hitting the front door and living room windows. Fortunately, no one was home at the time. The shooting followed threats from the crime boss over the stolen money.

  • Emma Rauf pleaded guilty to money laundering in March 2024.
  • Co-conspirators Sophie Logan, Devanyl Graham, Heather Jeffrey, Sheldan Noel, Lamara Noel, Ben Royle, and Sheikh Jobe were convicted by a jury at Bolton Crown Court on 4 June 2024.
  • Sentencing scheduled for October 2024 at Bolton Crown Court.

NCA’s Investigation Unravels Scheme

The plan began to unravel after nearly £789,000 in cash was seized from couriers in two incidents at UK airports, triggering the NCA probe. Messages on mobile phones showed Rauf’s knowledge of the scheme and her involvement in coordinating colleagues to bypass security. The ring extensively used high-end hotels and nightclubs in Dubai to support the couriers.
