Paul Lincoln Named New MOD Second Permanent Secretary

The Ministry of Defence (MOD) has appointed Paul Lincoln as its new Second Permanent Secretary, with the nod from the Prime Minister. The announcement was made today, 20 April 2023.

Top Job at the Heart of Defence Strategy

Lincoln’s role covers crucial MOD areas including Defence Strategy, transformation and reform, security and resilience, space policy, science and technology, trade and economic security, and industry relationships. These portfolios could evolve as MOD priorities shift.

Seasoned Leader with Deep Security Roots

Paul Lincoln boasts a rich career spanning senior roles at the MOD, Home Office, and Cabinet Office. Most recently, he was Director General of Border Force, protecting UK borders and managing immigration and customs controls.

His past gigs include Director General of the Home Office’s Crime, Policing and Fire Group, and Acting Director General of the Office for Security and Counter-Terrorism — tackling terrorism and organised crime head-on.
