Callum Wheeler Jailed for Life Over Brutal Murder of PCSO Julia James

The man who savagely murdered PCSO Julia James in a chilling sex attack while she walked her dog has been sentenced to life behind bars, with a minimum of 37 years. Callum Wheeler, 22, lay in wait armed with a hefty metal bar before ambushing the 53-year-old mother of two near her home in Snowdown, Kent, on the afternoon of April 27, 2021.

Cold-Blooded Attack in Kent Woodland

Wheeler, then 21, struck Julia James as she took her Jack Russell dog Toby for a walk in Ackholt Wood. The off-duty police community support officer was found dead on the edge of a field with devastating head injuries. Prosecutors revealed he bludgeoned her with a 97cm railway bar, a sinister tool he carried in a blue holdall.

Julia’s smartwatch data showed her heart rate spiked as she tried to escape before the fatal assault. Her last message was sent at 2:25pm, just minutes before she collapsed in the remote woodland.

A Known Threat Who Lurked the Woods

  • Wheeler had no previous convictions but was described by prosecutors as an “angry, violent, strange, highly sexualised man.”
  • Multiple sightings of Wheeler in the area in the months before the killing raised alarms. Julia herself mentioned a “really weird dude” twice to her husband, pointing him out in the woodland.
  • Gamekeeper Gavin Tucker spotted Wheeler wandering fields in September 2020, carrying a blue holdall with what appeared to be the murder weapon.
  • Wheeler had made a bizarre abandoned 999 call days before the attack and mocked PCSOs when they visited his home.
  • He accessed violent pornography and searched the term “rape” online shortly before the murder.

Arrest, Trial and Sentencing

Police arrested Wheeler on May 7, 2021, after he barricaded himself in his bedroom. During custody, he exhibited disturbing behaviour, including exposing himself to female officers and claiming Julia “deserved to die” because she was a cop.

Wheeler pleaded guilty to manslaughter but denied murder at Canterbury Crown Court. However, a jury swiftly found him guilty, reaching a verdict in under an hour.

Prosecutor Alison Morgan QC described Wheeler as an “angry, violent, strange, highly sexualised man.”

Judge handed down a life sentence with a minimum of 37 years, acknowledging the brutal nature of the attack and Wheeler’s threat to reoffend if ever freed.

Community in Shock

Julia James was a married mother of two and dedicated PCSO. Her sudden, horrific death has left the Kent community devastated. Her dog Toby was found wandering alone, with his lead still attached, a haunting reminder of that tragic day.

Wheeler’s chilling threats and violent history make clear the desperation of justice served – but also the lasting scars on those left behind.
