In a formal response to the ULEZ consultation in July 2022, the council expressed serious concerns about the financial impact the expansion would have on a large number of communities and businesses, particularly those in Elmbridge, Epsom and Ewell, and Spelthorne.

In this consultation response, the Mayor and TfL were given a number of recommendations to help mitigate both the financial and potential environmental impacts of the expansion. These included extending the car scrappage scheme to Surrey residents, extending the Zone 6 Oyster Card, exempting key workers, students, and taxi drivers, funding for active travel/public transportation, and providing clear signage.

To date, none of this has been acknowledged, let alone addressed. TfL requires Surrey County Council’s permission to instal advanced ULEZ warning signs. The County Council will not engage with TfL or the Mayor on the practicalities of implementing the ULEZ around the London/Surrey border until they constructively discuss mitigations that will benefit Surrey residents.
