Foreign flagged ships detained in the UK during February 2023 under Paris MOU – UKNIP

The Maritime and Coastguard Agency (MCA) announced today that three foreign-flagged ship remained under detention in UK ports at the end of February after failing Paris MOU Port State Control (PSC) inspection.

There was one new detention of a foreign flagged vessel in a UK port during February.

In response to one of Lord Donaldson’s recommendations regarding the prevention of pollution from merchant shipping, the Maritime and Coastguard Agency (MCA) publishes monthly details of foreign flagged vessels detained in UK ports under the Paris MOU regime.

The United Kingdom is a signatory to the Paris Memorandum of Understanding on Port State Control (Paris MOU), and information on all ships that are inspected is stored centrally in an electronic database known as THETIS. Ships with a high risk rating and a poor detention record can now be targeted for future inspection.

Surveyors from the Maritime and Coastguard Agency inspect foreign flagged ships docked in UK ports. Defects may be raised when a ship is found to be out of compliance with applicable convention requirements. In these cases, the vessel may be detained based on the inspection findings.

The accompanying detention list displays the ship’s International Maritime Organization (IMO) number, which does not change and uniquely identifies it throughout its life. It also displays the name and flag state of the ship at the time of inspection.

Company: The company listed on the vessel’s Safety Management Certificate (SMC), or, if no SMC is present, the party believed to be responsible for the ship’s operation at the time of inspection.

Classification society: The list only includes the classification society in charge of the ship’s classification.

Recognized organisation: In charge of conducting statutory surveys and issuing statutory certificates on the flag state’s behalf.

The Paris MoU issues white (WL), grey (GL), and black lists (BL) on July 1st of each year to show the performance of the flag State.
