Lancashire Police Chief Constable Chris Rowley calls it quits amid Nicola Bulley row

End of an Era for Lancashire Police Boss

Chris Rowley has announced his retirement after 31 years with Lancashire Police. His exit comes amid sharp criticism of the force over the botched handling of Nicola Bulley’s disappearance.

Nicola Bulley: Tragic Dog Walk Turns Deadly

Nicola Bulley, a 45-year-old mum, drowned in the River Wyre while walking her dog in St. Michael’s on Wyre on January 27. After a lengthy search, her body was found three weeks later on February 19. Senior coroner Dr James Adeley ruled her death accidental, with no signs she intended to take her own life.

Police Come Under Fire for Major Blunders

A recent review by the College of Policing slammed Lancashire Police for serious mistakes. The force was accused of an “insufficient focus” on the case and poor decisions, including revealing Nicola’s sensitive personal info – details about her menopause-linked alcohol issues – which the report labelled “avoidable and unnecessary.”

Despite the family’s consent to release this information to tackle misinformation, the force faced a public backlash. The report also exposed police failures to cordon off the site where Nicola was last seen and a delayed declaration of a “critical incident,” which slowed the arrival of specialist family liaison officers.

Calls for Change and Rowley’s Sudden Exit

Tory MP Caroline Nokes accused the force of “victim blaming and shaming” and demanded a shake-up of police culture. Rowley’s departure comes shortly after the sudden death of Assistant Chief Constable Peter Lawson, a blow he called “incredibly sad and tragic.”

Lancashire Police and Crime Commissioner Andrew Snowden praised Rowley’s work, noting crime rates dropped under his watch. A new chief constable job advert is expected soon.

Rowley’s Final Words

Chris Rowley thanked colleagues and the community for the support throughout his career. He vowed the force will keep fighting crime and improving safety, confident the next leadership will carry on the mission.
