A damning inspection ordered by the Police and Crime Commissioner found Thames Valley Police missed at least five opportunities to clamp down on Horner. The disgraced former PC repeatedly pressed a 15-year-old girl to send naked pics before he was finally caught.

Missed Red Flags and Shoddy Vetting

His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) report revealed the force overlooked alarming signs. Back in 2016, a sexual assault allegation and Horner’s sudden exit from the British Army should have set alarm bells ringing during vetting.

The police also ignored red flags about his honesty and integrity on the job. “Horner was not suited to being a police officer,” the report states bluntly.

Anonymous Tip Ignored Despite Alarming Information

The force’s counter-corruption unit received an anonymous Crimestoppers tip-off about Horner chatting online with a 15-year-old girl. Yet, no meaningful action was taken at the time.

Horner Resigned – Then Committed Sickening Crime

Horner quit the force on July 26. While off duty in Rushden, Northamptonshire, he abused the girl, even recording the crime on her phone. He was recently sentenced to six years and four months behind bars.

HMICFRS says Thames Valley Police couldn’t have predicted the exact offences but warns urgent reform is needed. The force must tighten vetting and take warning signs seriously to stop predators slipping through the cracks.
