UK’s Most Wanted Drug Boss Nabbed After Eight Years on the Run
The National Crime Agency (NCA) has finally caught Michael Paul Moogan, one of Britain’s most notorious fugitives. The 37-year-old from Croxteth, Liverpool, vanished in October 2013 after a police raid cracked down on a secretive drug cartel hub.
Secret Cafe Raid Exposed Cocaine Empire
Moogan’s operation centred around Café de Ketel in Rotterdam, a covert spot off-limits to the public. Entrants gained access only via a security system – known faces only. The café was a frontline meeting place for top drug traffickers coordinating shipments of hundreds of kilos of cocaine to the UK monthly.
Alongside Dutch National Crime Squad, the NCA zeroed in on Moogan and two other Brits linked to the venue. When police raided the café, they nabbed Robert Hamilton, 71, from Hale, Greater Manchester, who was jailed for eight years in 2014 after pleading guilty. Another, Robert Gerard, 57, from Liverpool, turned himself in after three years on the run and was locked up for 14 years in 2017.
High-Stakes Drug Deals and Daring Smuggling Routes
Moogan masterminded a vast international trafficking ring importing Class A cocaine from Latin America to the EU. He had access to vast sums – up to €500,000 at once – to pay suppliers in lump sums rather than instalments, using Iraqi nationals in the UK as money couriers.
The drugs were hidden in shipments of meat from Argentina and smuggled through Belgium, often with bribed port officials turning a blind eye. From there, road networks stretching from Bulgaria all the way to Spain, Latvia, and Belgium helped ferry the illicit cargo to British shores.
Dubai Arrest and 12-Year Jail Sentence
Moogan eluded capture for nearly eight years, employing multiple fake IDs including a German passport and forged UK licence. But Dubai police finally caught him in April 2021, after spotting his attempts to dodge CCTV.
He was the 86th arrest under Operation Captura, the NCA’s high-profile fugitive hunt run with Crimestoppers. After being extradited, Moogan surrendered quietly, telling officers: “You’re not going to have any trouble from me. I’m tired now. Get me up to Manny and get me in Cat A. I’m done now.”
Last November, Moogan admitted conspiring to import Class A drugs at Manchester Crown Court. Thanks to his guilty plea, he avoided a potential 20-year sentence but was still handed a hefty 12-year jail term today.
NCA Senior Investigating Officer Ben Rutter said: “Moogan did everything he could to avoid this day but justice has finally caught up with him. His consignments of Class A drugs brought misery and real harm to UK communities. This sentence is the result of years of hard work by law enforcement across the UK, Europe and the Middle East.
