Family Fraud Shock: Four Sentenced After Stealing £145k from Vulnerable Man
Scott Billington, his parents Janet and Keith, plus Scott’s partner Vicky Bailey, were all handed hefty prison sentences at Chester Crown Court on Friday 11 March. Together, they conned over £145,000 from a vulnerable man with learning difficulties.

- Janet Billington, 60, of Weaverham – 3 years
- Keith Billington, 64, of Weaverham – 3 years
- Vicky Bailey, 34, of Northwich – 15 months suspended for 18 months
The Billingtons had been found guilty of fraud by abuse of position and possession of criminal property after a six-day trial. Vicky Bailey was convicted of possession of criminal property.
How the Scam Unfolded
The victim, a man living near Tarporley, struggled with learning difficulties. His father had managed his finances until his death in August 2015. The victim’s mother took over but then fell ill. In September 2016, the Billingtons offered to help.
They convinced the victim to sign a Lasting Power of Attorney, handing them control over his finances. What followed were hundreds of fraudulent transactions. By November 2018, all the victim’s money was gone.
Scott and Vicky even moved in with the man after his mum was placed in care. The fraud was uncovered in July 2019 when Social Services and a family member stepped in and found the victim’s accounts empty.
The Crooks’ Lavish Lifestyle Revealed
“Scott, Janet, Keith and Vicky were well aware the victim was vulnerable, but instead of helping, they exploited him to fund a lavish lifestyle,” said Detective Constable Neil Wharmby.
“Between them, they stole over £145,000. Much of it was splashed on extravagant holidays, weekends away, festivals and nights out.”
“Scott gave at least £10,000 to Vicky, who knew full well where the money came from. Their actions were absolutely sickening.”
Police uncovered around 360 fraudulent transactions. Scott pocketed over £113,000, with Janet and Keith taking more than £22,000. Vicky received at least £10,000.
Warning to Other Victims
DC Wharmby added: “This case shows we take fraud seriously. Anyone who suspects they or someone they know is a victim should come forward.
“You will be listened to and we will work to hold the guilty accountable.”
