A Hayes man has been slapped with a three-year ban on keeping animals after doorbell camera footage showed him dragging and kicking his bulldog down a quiet street. Ceetal Mattoo, 42, from 123 for urgent care.
Veterinary checks found Poppy was suffering from mild lameness, swollen leg and elbow, plus minor skin injuries. While these signs aligned with degenerative disease, experts concluded Mattoo’s physical abuse caused her needless pain and psychological trauma.
The dog displayed clear fear around Mattoo — cowering, tail low, trying to hide — behaviours absent when handled by others, confirming the vet’s fears.
New Life for Poppy After Owner Loses Custody
Mattoo has since handed over Poppy’s ownership to the RSPCA, who have rehomed the poor pooch. Staff report she is now thriving in a loving environment.
“Poppy’s mental wellbeing was clearly affected by the way she was treated by her owner. These problems could have been avoided with proper care. Her progress since being rehomed shows she is not fearful of people when treated with kindness and patience,” said Inspector Beaman.
Court Slaps Community Order and Costs on Abuser
Mattoo appeared at Uxbridge Magistrates’ Court on March 20, pleading guilty to failing to meet Poppy’s needs under Section 9(1) of the Animal Welfare Act 2006. This law demands owners provide:
- A suitable environment
- Ability for pets to exhibit normal behaviour
- Protection from pain, suffering, injury or disease
The court handed down a 12-month community order with 80 hours unpaid work. Mattoo must also pay £400 in court costs and a £114 victim surcharge. Mitigating factors revealed Mattoo was battling mental health issues at the time.
