Man Gets Record Jail Term for Torturing Pup Rocko
Dudley Payne, 29, from Penwortham, Lancashire, has been slapped with the longest prison sentence ever handed down under the Animal Welfare Act. The RSPCA revealed Payne was convicted for inflicting horrific injuries on an 11-week-old American bully puppy named Rocko.
Shocking Abuse Uncovered
Rocko arrived at the vet dead on February 2, 2022, with appalling wounds. The puppy suffered severe head trauma, a ruptured liver, a partial hip fracture, and a prolapsed eyeball. Disturbingly, cigarette burns were found on Rocko’s groin, alongside scratches likely caused by fingernails. The RSPCA called it a “shocking and violent act of deliberate cruelty.”
Payne’s Lies Failed to Convince Jury
Payne had barely owned Rocko for six days. He told the court the injuries happened while trying to perform CPR after the puppy had breathing trouble. But a vet’s testimony showed the injuries were deliberate. After a four-day trial at Preston Crown Court, Payne was found guilty of animal cruelty.

RSPCA inspector Emma Dingley, with eight years in animal welfare, called the case the worst cruelty she’d ever seen. “I hope this sentence sends a clear message to anyone who thinks they can get away with abusing animals,” she said.
RSPCA Calls for Tougher Punishments
The charity hopes Payne’s record jail time will deter others from cruelty. They demand harsher sentences to protect innocent pets nationwide.
