Top School Safeguarding Lead Busted with Horrific Child Abuse Materials
Thomas Singleton, 41, a safeguarding lead at a Suffolk primary school, was arrested in February 2021 by the National Crime Agency (NCA). Investigators found him hoarding over a million indecent images of children, plus disturbing child abuse manuals and sickening paraphernalia in his home.
Disturbing Discovery of Child Abuse Materials
- Police seized laptops and digital devices from Singleton’s house.
- They found a toddler-sized doll, baby clothes, underwear, and a silicone sex aid resembling child’s genitals.
- Singleton, who has no kids, couldn’t explain the child-related items found.
- His devices contained 1,050,448 indecent images (categories A-C), 45,216 prohibited images, and 52 extreme pornographic images.
- He created ‘pseudo-images’ by digitally inserting himself into child sex photos.
- A 170-page paedophile manual titled “How to practice child love” provided sick guidance on abusing children undetected.
Sick Chats and Twisted Plans Revealed
The NCA uncovered online chats where Singleton conspired with others about child sexual abuse. Some involved “age play” fantasies, where participants role-played as children in explicit scenarios.
Detailed child abuse scenarios and hand-drawn flowcharts describing sexual acts were also found across his devices and home. Some were in a folder named “Tom’s Action Folder,” showing how twisted the planning was.
Resigned and Sentenced to Six Years
Singleton quit his teaching job during the probe. He faced eight charges, including taking indecent pseudo-images and possessing a paedophile manual. He pleaded guilty to all counts.
At Ipswich Crown Court, Singleton was sentenced to six years behind bars. He also received a Sexual Harm Prevention Order and was put on the Sex Offender Register indefinitely.
Michael Parkinson, NCA Operations Manager, said: “Singleton abused a position of trust as a safeguarding lead and primary school head. His house proved beyond doubt his sexual interest in children. The paedophile manual specifically alarmed us, as it details how to avoid detection.
This case shows how offenders escalate from downloading illegal images to joining communities that normalise abuse. Stopping these predators early is a top priority for the National Crime Agency.”
