Outrage Over Failure to Protect Baby P

The horrific case rocked the nation. Despite 60 visits from social workers, police, and health workers over eight months, Baby P was failed by the system. Connelly was first released on licence in 2013 but returned to prison for parole breaches just two years later.

Justice Secretary Slams Parole Board

Dominic Raab demanded a rethink of Connelly’s release. He branded her actions “pure evil” and slammed the Parole Board’s decision. Raab called for a “fundamental overhaul” of the parole process, including ministerial approval for serious offenders.

“This decision shows why the parole system is broken and needs fixing,” he said.

Strict Licence Conditions in Place

Though Connelly could be freed soon, she must follow 20 tough licence conditions. These include an electronic tag, curfew, living at a specified address, and restricted activities to avoid contact with victims.

Her probation officers and prison officials agree she is now “low risk” of offending again, which helped sway the Parole Board’s March ruling. A judge recently upheld the parole decision after a legal challenge by Raab.

Co-Conspirators Also Locked Up

Connelly’s boyfriend, Steven Barker, and his brother Jason Owen were also jailed for their roles in Peter’s death.
