The Prison Governors’ Association (PGA) is scrambling to handle the tricky logistics. PGA President Tom Wheatley highlighted challenges, especially for rural jails where public transport is scarce. “Some prisons are really rural and train stations are quite a way away,” Wheatley explained. Plans could include organising transport to get freed inmates to public transit hubs.
In certain open prisons, up to 20% of prisoners will walk free. The PGA stresses that those released in the morning must have enough time to travel and meet their probation officers.
