UK Rolls Out £1bn Plan to Plug Biosecurity Gaps at Borders

The UK Government, teaming up with Scotland and Wales, has unveiled a bold new strategy to slam the door shut on biosecurity threats and illegal imports. The £1 billion plan promises a world-class border system designed to keep our food safe and cut crime before it hits the streets.

What’s the Border Target Operating Model?

  • The draft Border Target Operating Model sets out cutting-edge proposals to protect the UK from both security and biosecurity dangers.
  • The government will consult industry experts for six weeks before locking in the final plan later this year.
  • Investment topping £1 billion is earmarked for transforming border operations during this spending period.

The new model is built to shield the economy and consumers from threats like African Swine Fever and Xylella. Using smart tech and data, it aims to make trade smoother while ensuring full biosecurity controls are in place.

Single Trade Window: One-Stop Border Shop

Key to the plan is the Single Trade Window, rolling out from 2023 and set to be full steam ahead by 2027. Traders need only enter their info once, cutting red tape and speeding up border checks.

Baroness Neville-Rolfe, Minister of State at the Cabinet Office, hailed the draft model as a “huge step forward” that balances safety with cutting business costs and boosting growth.

Industry Backs New Border Strategy

Biosecurity Minister Lord Benyon: “Strong border controls are vital to stop diseases costing billions and damaging UK exports. We’re working closely with businesses for a system that protects the nation.”

Amanda Francis, CEO of the Association of International Courier & Express Services: “We support the government’s risk-based approach to ease trade and reduce data burdens. We look forward to helping implement these schemes.”

Gavin Stedman, Port Health Director: “The new model offers consistent and efficient checks, balancing trade needs with biosecurity.”

Bain, British Chambers of Commerce: “Smaller firms will benefit from digital trade. Now we must ensure timely delivery of infrastructure and prepare companies for these changes.”

Fresh Produce Consortium spokesperson: “This draft model offers a chance for a world-leading, cost-effective border solution. We will help maximise efficiency while safeguarding food safety and biosecurity.”

This major upgrade marks a new era for UK borders — tighter, smarter, and ready to protect British farming, trade, and consumers for years to come.
