Police in Kent over has stopped this vehicle in #Rochester. Much to their surprise, it was being driven by a 16-year-old with no licence or insurance who decided to take his mates for an early morning drive.
Police have detained the teen it is unclear if he has been arrested but will be reported for driving with no insurance or licence.
