Government Launches Groundbreaking Expansion Of Free Childcare Services For Working Parents

In a groundbreaking move, the government has declared the opening of applications for the initial phase of the most extensive expansion of free childcare services for working parents. Beginning on January 2, eligible working parents with two-year-olds can register for 15 hours of free childcare per week, set to commence in April 2024. This marks the first step in the government’s comprehensive strategy to provide a brighter future for working families.

The recommended timeframe for registration falls between mid-January and the end of February. As part of this historic investment in England’s childcare system, the government is also confirming additional increases in funding rates. A staggering £400 million will be invested in the 2024-25 period to elevate local authority hourly rates, ensuring widespread availability of childcare services throughout the country.

Starting April 2024, the national average hourly rates paid by the government will be £11.22 for under twos, £8.28 for two-year-olds, and £5.88 for three- and four-year-olds. These rates align with the surge in the National Living Wage, a significant portion of providers’ costs.

Beginning November 30th, funding becomes accessible for new childminders entering the profession or completing registration on or after March 15, 2023, or those re-registering at least 12 months after a previous cancellation. Those choosing to register with Ofsted will receive £600, while those opting for registration with a childminder agency will be eligible for £1,200.

This initiative aims to facilitate the entry of numerous new childminders into the sector, fostering the creation of high-quality childcare settings across the nation. Education Secretary Gillian Keegan expressed enthusiasm about the imminent support for eligible families, emphasizing the end of the dilemma between career and family for working parents.

Keegan highlighted the challenges of delivering this transformative plan but affirmed the commitment to increased funding rates and substantial grants for new childminders. The move is designed to break down barriers in recruiting and retaining talented staff crucial for providing exceptional childcare.

Additionally, the government extends ongoing support for over two million parents on Universal Credit, potentially providing up to £951 a month for one child and £1,630 for two or more children—an impressive 47% boost in support.

Helen Donohoe, Chief Executive of PACEY (Professional Association for Childcare and Early Years), welcomed the ambitious expansion plans, emphasising the need for growth across the sector, particularly in the number of childminders. Donohoe expressed support for the start-up grants scheme, anticipating collaboration with providers as more parents embrace the initiative.
