County Lines Drug Gang Busted: Five Men Jailed for Exploiting Vulnerable Teen

Five men were slammed with hefty sentences at Kingston Crown Court over two days, 29 and 30 July, in a crackdown on a ruthless county lines drug operation exploiting a vulnerable teenage boy.

Harsh Sentences for Drug and Exploitation Crimes

  • Jemy Capitao, 28, from Llanelli, Wales – 12 years in prison. Pleaded guilty to conspiracy to supply class A drugs, possessing criminal property, and facilitating travel for exploitation.
  • Basky Capitao, 27, of Waltham Cross, Hertfordshire – 11 years. Found guilty of conspiring to supply class A drugs and facilitating travel for exploitation.
  • Harvey Kimpton, 21, Harlow, Essex – 11 years. Pleaded guilty to conspiracy to supply class A drugs, possessing a prohibited firearm, and drugs possession with intent.
  • Ayyub Elaouzi, 22, Waltham Cross – 8 years and 4 months. Pleaded guilty to conspiracy to supply class A drugs and facilitating travel for exploitation.
  • Harry King, 20, Hertford, Hertfordshire – 2-year sentence suspended for 2 years. Found guilty of facilitating travel for exploitation.

A sixth man, Kenneth Langrish, 36, of Enfield, pleaded guilty to conspiracy and exploitation charges and awaits sentencing.

Operation Orochi Cracks the ‘Gino Line’ County Lines Network

Police officers from Operation Orochi spearheaded the investigation targeting high-harm county lines drug gangs. The operation focuses on London-based dealers exploiting phone lines to push class A drugs – crack cocaine and heroin – into smaller towns and rural areas.

Harrowing Case of an Autistic Teen Trafficked for Drugs

The probe began after a 15-year-old autistic boy went missing in North London in September 2020. He was found working for the gang’s ‘Gino line’ in Swansea, trafficked across the country to push drugs.

The gang repeatedly ignored the boy’s pleas for food, revealing brutal neglect and exploitation. Texts from the teenager showed desperation, with messages like “I’m broke bro I haven’t eaten since yesterday.”

Officers recovered burner phones linked to the Gino lines, tracked movements, and found drugs and firearms, including a loaded handgun and disguised taser, at several addresses tied to the defendants.

Detective Warns Gangs Exploiting Kids Won’t Escape Justice

“County lines drug dealers exploit young and vulnerable people as shields,” said Detective Constable Ben Baker. “But this case shows we will pursue traffickers regardless of victims’ cooperation.

“The recovery of a loaded firearm underlines the violent world these gangs operate in. We hope this sends a strong message to anyone thinking of exploiting children – you will be caught and punished.”
