Man Arrested Over National Security Act Charges Linked to Russia

Howard Michael Phillips, 64, from Harlow, was charged on Thursday, 23 May, under section 3 of the National Security Act. The charge relates to Russia.

Phillips remains in police custody and is expected to appear at Westminster Magistrates’ Court later this afternoon.

  • The 64-year-old was arrested on 16 May in central London under section 27 of the National Security Act 2023.
  • A court warrant extended his detention until 23 May after consultation with the Crown Prosecution Service (CPS), which authorised the charge.
  • The Met’s Counter Terrorism Command is leading the investigation.
  • Searches were carried out at two addresses in Hertfordshire and Essex; both are now complete.
