Notorious Sex Offender Jailed for 46 Years After 27-Year Manhunt

A prolific sex offender who dodged justice for nearly three decades has finally been locked up for a staggering 46 years. Richard Burrows, 81, was sentenced at Chester Crown Court on Wednesday, 30 April, after being found guilty of 54 horrific offences against children.

Decades of Abuse Across Multiple Counties

Burrows’ crimes span nearly three decades from 1968 to 1995. He systematically preyed on 24 vulnerable boys across Cheshire, the West Midlands, and West Mercia.

  • In Cheshire, between 1969 and 1971, he abused boys while working as a Housemaster at Danesford Children’s Home in Congleton, a place where he held direct responsibility for vulnerable kids.
  • He gained access to other victims via local Scout groups, exploiting shared hobbies like radio communications and boating to build trust.

Many victims tried to speak out at the time but were too scared to be believed. It wasn’t until the 1990s, amid wider UK revelations of child abuse, that survivors found the courage to come forward.

27 Years on the Run Before Capture in Thailand

Burrows was first arrested in 1997 after a major investigation but vanished after being granted bail. For 27 years, Cheshire Police chased leads both in the UK and overseas, but he stayed one step ahead.

In April 2023, cutting-edge image recognition tech finally tracked Burrows living under the fake name “Peter Smith” in Phuket, Thailand. He had stolen the identity of a terminally ill man to obtain a passport fraudulently.

After a joint operation involving Cheshire Police, the National Crime Agency, and Thai authorities, Burrows was arrested and extradited back to the UK. He faced further charges linked to offences committed while on the run.

Justice Served and Victims Praised

Following his conviction, Burrows was handed a life-long order to remain on the Sex Offenders Register. Detectives lauded the incredible bravery of the victims.

“We remain committed to bringing abusers to justice, no matter how long it takes,” police said.
